“When I became CEO of the Canadian Taxpayers Federation (CTF) Troy was the BC Communications Director, managing all CTF communications and activities in British Columbia. About a year or so later I promoted him to National Communications Director to lead and oversee the CTF communications team across the country. This entailed managing all our communications strategies, regional communications directors, researchers and our publications team. Upon my retirement in 2008, I recommended to the CTF Board of Directors that Troy replace me as CEO, a position he has held up to the end of 2018. From the 1990's to the present, organizations involved in advocacy communications have witnessed and undergone change that rivals the time that saw invention of radio, TV or even the printing press. The web and social media has changed and influenced all media platforms. Any organization like the CTF that did not proactively adjust died. Troy Lanigan was the CTF's National Communications Director (NCD) or CEO through most of this period. Troy is a thoughtful, constructive and proactive agent of change. The proof is in the pudding. During his time as NCD and CEO the CTF had a huge surge in media presence and activity throughout the country and it continues to do so in both traditional and none traditional media platforms. Developing macro and micro strategies for any organization is the easy part, implementing and managing them to a successful conclusion is quite another. Troy has designed and successfully implemented dozens of macro or multi year strategies and probably hundreds of micro strategies for the CTF and took most to a successful conclusion. These plans, whether large or small have always had clear and achievable targets and measurables with no sacred cows. If something wasn't working it was dropped or changed decisively. On a personal and professional level, Troy is admired and respected by superiors, peers and subordinates alike. An honest and trustworthy mentor, advisor and leader. His integrity is unwavering. ”
